How the area actually gets covered

Work is grouped by run rather than scattered across the map. The SH 174 corridor from Crowley through Briaroaks, Joshua and Cleburne down to Rio Vista is one line and gets worked as one, while the eastern towns of Alvarado, Venus and Grandview are scheduled together off the I-35W side, and Godley sits on the FM 917 run west. That grouping is why a same-week inspection is usually available somewhere on your run, and why a crew already out on a job can add a tarp call without losing the day.

Emergency-type work breaks the grouping. When water is actively entering a building, covering the roof comes before everything else on the schedule, and that applies in Grandview exactly as it does in Joshua.
